No matter how many times Xbox Head Phil Spencer says that Call of Duty: Black Ops 2 isn't releasing for the Xbox One via backward compatibility in February people still ask. In fact, just this weekend, Spencer had to reiterate the fact that the game would not be hitting the Xbox One this week (yes, this week is still in February, which puts it under the umbrella of "no Black Ops 2 in February).
When asked about the rumor on Black Ops 2 "supposedly coming out next week," Spencer simply stated, "not true."

The Twitter user went on to question whether or not Black Ops 2 would be releasing for the Xbox One this month. Spencer detailed that he could not comment on third party game releases, but that the rumor was not true. Basically, Spencer is saying that Black Ops 2 is not releasing this month via backward compatibility.
@bo2_army I can't comment on later releases on 3P games but rumors on this right now aren't true. Sorry. I wish I had better news for you.

Now, there's always a chance that Activision could surprise everyone, including the Xbox executives, with Black Ops 2, but as far as we know… The rumors are just getting shot down every time they appear.
