Michael gets a call from Amanda who got in a little bit of trouble with the law for shoplifting. Being the good husband that Michael is, he decides to help her out a bind.
All you have to do is steal the cop car that Amanda is locked in, and then lose the three-star wanted level, which shouldn't be that hard.
