From what we know, Fallout 4 won't limit players with a level cap, leaving them free to dive into the game's extremely detailed leveling system. In Fallout 4 players will be looking at their SPECIAL stats and the stat perks quite a bit during the game, so Bethesda took some time out of their day to tell us how it will work.
There are seven SPECIALs (each link will take you to a video details the SPECIAL):
Each SPECIAL correlated with a Perk that ranks up over time. There are 70 base perks with multiple ranks within each Perk that do new things, giving us a total of 275 different perk ranks to choose from.
To put this into perspective, think of Fallout 3 and Skyrim.
Leveling in the game will be XP based like Fallout 3, but will come at a faster pace like Skyrim. Which allows us to not only level-up faster, but put points into a number of Perks early on in the game (it slows down the higher a level you are).
Taking a closer look at the Perk ranks, we can see that new features come the deeper you go into your Perk system. According to Bethesda, "The higher the SPECIAL requirement, the more focused or exotic the Perk was for that playstyle."
A good example of this was offered by the developers:
Take for example the Agility 1 Perk Gunslinger (20% more damage with pistols), and the Agility 10 Perk Gun Fu (your 2nd target in V.A.T.S. takes 25% more damage regardless of weapon).
