Bethesda has made it clear that Fallout 4 will support PC mods on the PlayStation 4 and Xbox One. While it is confirmed that there will be console support for the mods, it's unclear when the mods will be hitting the PS4.
Sometime in 2016, after Fallout 4's official release on November 10, the PC version of the game will receive the Fallout 4 Creation Kit – a suite of mod tools for the RPG. We don't have to wait that long to see what the mod makers are planning.
Fallout 3 mod maker Zealotlee (known for the ACR and contributions to Project Nevada for New Vegas) took to Bethesda's official Fallout 4 forums to reveal that his hiatus from modding for Fallout has come to an end. Zealotlee will be back to modding for Fallout 4 and they have already begun working on modifications, starting with the Rail Rifle.
So far, the Rail Rifle will have the choice of different barrels, muzzle breaks, and stocks. Soon there will be support for grips and optics. Each mod will alter the guns performance, so picking and choosing what to put on will require some thought. The Rail Rifle is currently set to use energy weapon ammo, the ammo from previous games.
