Final Fantasy 14: A Realm Reborn patched last night through early this morning to fix many of the login/server problems that has plagued the game since it launched on August 27. While I sit here with 1017 and 3102 errors (so much for it getting better today), European PSN purchasers of the game are getting refunds.
According to a post on PlayStation Blog EU, players who purchased the downloadable version of FF14:ARR through PSN last week will get full refunds credited to their PSN accounts. The game's entitlements will be reset and the game will once again appear in players' download lists.
European players that purchased the game when it released were unable to log into the game, much like here in the States. A message stating "no valid service account" available to play the game appeared for them, and then advised them to repurchase the game or restart the client.
