The Gears of War games have a long history of pushing technology forward, especially what the Unreal Engine can do, and it looks like Gears of War 4 keeps up with the tradition.
There is always a lot of fuss about how great a new game looks, or how great it doesn't look, especially if said game gets released on more than one platform, like Gears of War 4 which is releasing on both Xbox One and PC. Digital Foundry did a pretty detailed analysis and it seems like Gears of War 4 is one of the best games to come out to the Xbox One and PC, at least graphically.
Often times, one or the other version of the game is suffering due to developer bias, but not Gears of War 4 and it is only fitting that they are making the first big game with Unreal Engine 4, they know what they are doing. There are extensive customization options on, things that normal people won't even notice can be changed to create one of the graphically best experiences available. Gears of War 4 on Xbox One is also one of the best looking games available, and it can even compete with PC!
The Xbox One version is not locked on one of the PC presets, it's on a level of its own somewhere between PC High and Medium, but closer to High than Medium. Of course, Gear of War 4 on PC with Ultra will always look the best but not too many computer rigs can handle it. There are some issues, though, on PC for example, the cut scenes have some frame rate issues and things like leafs blowing in the wind or fire can sometimes look like it has been animated at a different frame rate which makes them both stand out noticeably.
But all in all, Gears of War 4 looks and plays amazing and right now it is one of the best-looking games out there and they can thank their graphic style for that since they aren't aiming for photo-realism they can get away with things other games can't.
If you don't trust me then take a look at Digital Foundry's analysis of it, I got all my info from them anyways.
