The game puts you in the position of a freelance Uplink Agent that makes a living by hacking for major corporations. Your missions are to break into classified computer systems and steal any information you come across or change peoples records, making them innocent if guilty or framed if innocent. The app store description reminds you to  "be sure to cover your tracks, and remember that trust is a weakness."
