Well, it sounds like Halo: The Master Chief Collection's matchmaking is improving. This morning, 343 Industries rolled out a few tweaks which the developer says "should begin to further improve" the online multiplayer matchmaking. For those who like patch notes, they are brief, but here they are:
343 Industies also plans to release a content update this evening that addresses "a variety of community-reported issues," including campaign, UI, and some matchmaking party issues. 343 was clear to point out that it will not address actual matchmaking performance. A larger matchmaking performance-focused content update is planned for release next week.
