Hyrule Warriors Legends is the upcoming 3DS port of Hyrule Warriors, which originally debuted on the Wii U. Nintendo announced that the 3DS version will include all previously released DLC from the Wii U, and as leaked before, it will also include two characters from The Wind Waker.
Noticably absent from the Nintendo Trailer was the ending which showed that Wind Waker characters would transfer to the Wii U version.
