It would really come down to the Flash getting to Billy before he is able to say “SHAZAM!” What about one of the greatest criminal master minds of all time vs. one of the greatest insane minds of all time? Lex Luthor has an arsenal of money and tech at his disposal, while the Joker has unpredictable, relentless, madness on his side. Who wins?
