Regardless of whether or not PC players rallied for Red Dead Redemption to release on PC after the game had a successful release on Xbox 360 and PS3 in 2010, Rockstar never did it. In fact, in 2015, one of the developers said Rockstar never even "seriously considered" a PC release for the game.
With Red Dead Redemption 2, Rockstar and Take Two have the opportunity to finally bring the franchise to PC.
During the Q1 2018 earning call, Drew Crum of Stifel, Nicolaus & Co., Inc. asked Take-Two's CEO, Strauss Zelnick about four questions at once and Zelnick managed to answer three of them in his response, except one. Of course, that one question was whether or not Red Dead Redemption 2 hitting PC – there's a chance that he simply forgot about it while answering the previous three
So, Crum asked again, "And Red Dead on PC, Strauss, any update there?" Zelnick answered when the question was point blank, saying "Any updates about any of our titles will come from our labels."
It's not a no, but it's not a yes either. In fact, it's more of a non-answer than anything… but no answer means there's still a chance.
