Bandai Namco has revealed the latest Pokemon to join the Pokken Tournament roster: Scyther's evolution, the Bug/Steel type Scizor. While this announcement is only for the Arcade version of Pokken Tournament, like Darkrai before, it's likely just a matter of time until the new fighters make it to the Wii U: The data for Darkrai, Scizor, and Empolean was fist discovered many months ago in an update to the Wii U version.
This announcement also acts as a soft confirmation for the future addition of Empoleon. After Darkrai's reveal, Scizor and Empoleon were left unannounced, leaving many to wonder if they were new fighters, or a pair of support Pokemon. With Scizor's confirmation as a fighter, we're willing to bet dollars to doughnuts that Empoleon is going to be a fighter as well.
With all of the characters already being in the Wii U version's data, the question many are asking is "Why the wait?" Bandai Namco is likely using the feedback from the Arcade release to balance the fighters for the Wii U version. This is actually a common practice for Japanese fighting games in general. Additionally, Bandai Namco could be waiting to offer the DLC fighters all at once during a popular sales period, like say Black Friday.
Either way, it's hard to imagine Scizor and friends won't make it to the Wii U version eventually. Until then, watch Scizor dominate in his announce trailer:
