When Tom Clancy's The Division was first announced, Ubisoft had plans for a companion app that would allow console/PC players to play alongside mobile users. Using the app on a smartphone or tablet, mobile users would b eable to participate in the action of The Division anytime and anywhere by simply booting it up and joinin in as an air drone.
Fast forward a few years later and Ubisoft has decided to scrap that idea. Speaking to IGN, Ubisoft Massive explained that the companion app was cut because it "created an imbalance" in the game that compromised the gameplay. Originally, the app would allow players to utilize their own set of offensive and defensive weaponry to assist teammates on the ground (on consoles and PC).
