Captain America: Civil War will be featuring a bunch of super hero cameos and crossovers, but it won't be featuring a special giant green someone. Though Mark Ruffalo won't be appearing as the Hulk in Civil War, it is very likely that he will be making an appearance in Thor: Ragnarok.
Unfortunately, we haven't heard about the Hulk getting a standalone film with Ruffalo starring as Bruce Banner. It appears as though the blame for the lack of a Hulk movie falls entirely on Marvel and Universal's inability to get along, according to Ruffalo.
"I think they’ve been working on it. Marvel and Universal famously don’t get along very well, and so that’s working against us, definitely," said Ruffalo to Yahoo. "But I know for a fact that everyone is holding out hope that one day we can do it. But the nature of the relationship right now, it’s a little prohibitive. And I hope that that changes, that changes with regimes, it changes over the course of time. But right now it doesn’t look particularly promising."
Universal has the right to the Hulk's standalone film's, but deals have been made over Spider-Man that show the two companies are willing to license out the rights for some characters to have their films. Ruffalo hopes that with a regime change the Hulk could see a standalone game, but at the moment, "Marvel and Universal are just not having a good time together right now."
