As we near the last section you can approach head on with sniper fire and relocating or move in on the right side by the water for a more stealthy approach.
dispatch as many patrolling guards as you can and if you like, try to snipe the office walking back and forth inside the stone building at the very end.
After killing everyone (or no one! doesn't matter!) grab the intel and watch the cutscene. A general is coming and you need to take him out.
Simply place a land mine on the road and that should take care of him.
After he's put down head out the back of the map through the small checkpoint gate behind the stone building wher eyou killed the last officer.
