This isn’t a stretch, stick with me and by the end you might consider it for yourself as well. Many little easter eggs have surfaced on the internet via multiple sources since Arkham Knight's release, but thanks to IGN, they put all the easter eggs in one article. Now if you take a look at them, they're all referenced to a hero in the Justice League. Could they be hinting at one of the biggest DC story that a studio can take on? Rocksteady has deep knowledge of the DC universe and they could very well make an awesome Justice League game. Heck, they made the BEST Batman game known to date. I’ll leave the easter eggs down below so you could check it out for yourself:
Inside the GCPD, a shift list shows the name of several officers, including notable detectives from Batman lore — Renee Montoya, Detective Bullock, and John Jones. The last name listed is a possible reference to the Martian Manhunter, whose alien name is J'onn J'onzz.
Other thugs reference the fact that Gotham beats out Keystone because you can at least see Batman coming, unlike The Flash, who hails from Keystone.
To the right of the botanical gardens there is a sushi restaurant named after the Aquaman villan, Ocean Master.
Catwoman makes reference to having burgled Queen Industries, which is the large corporation owned by Oliver Queen – A.K.A. Green Arrow
Lex Corp buildings are scattered throughout Gotham City, not to mention the slew of references the thugs make about Superman. For example: “Who does he think he is, Superman?” plus a voicemail from Lex Luthor himself. This has to make people wonder, why did Rocksteady go out of their way to reference these characters?
This last image fuels more fire to the thought of a Justice League game. In the latest DLC story pack for Batman: Arkham Knight, you get to play as Batgirl. In the Amusement park, you can find a Justice League villain, Starro. “Starro the Conqueror” whoe is an old villain that the Justice League fought way back in the 1960s. He has loads of abilities including mind control, color alteration and self reproduction. Starro isn’t the Justice League's biggest enemy to take on, but nonetheless he was still mentioned by WB Montréal in the Batgirl: A Matter of Family DLC. Which has to make you think, why put a Jutsice League easter egg in? Is it just for fan service or could it be hinting at something larger?

My theory would be that WB Montréal is working on a Superman game while Rocksteady sets up for a Justice League game that ties in with their already established DC universe.
This is by far the most interesting route they can go. And with Batman v Superman: Dawn of Justice releasing next year, this character is prime for a new game series.
Superman games are infamously known for poor gameplay and weak mechanics, but let's not forget who else had his fair share of bad games — the Dark Knight himself. If there is any team I would like to see tackle a Superman game, it would have to be Rocksteady. They've got the creative team and the talent to actually make it happen. This will be the hardest task that a studio could take on, how do you actually make a Superman game enjoyable? How do you upgrade a character who is already set in God-Mode? It’s definitely a hard thing to do, but by how heavily Rocksteady teased Superman in Arkham Knight, it gives me a feeling that they're either working on one already or at least considering it in the near future.
There is the rumor going around that WB Games Montréal is developing a Superman game, but there has been no confirmation besides the supposed leaked screenshot.
Prior to the release of Batman: Arkham Knight, Rocksteady was very vocal about this being the last Arkham game for them. With that in mind, what's next for the studio? Surely, after the success that was the Batman: Arkham franchise, Rocksteady could continue to create games in the DC universe, so here are a few of our ideas.
For everyone who has yet to play Arkham Knight , no worries, as this will be completely spoiler free. These are just a couple of ideas of where Rocksteady could go next based on easter eggs hidden throughout the game. Rocksteady Studios are a superb development team, taking a superhero and turning it into one of the best games of the year thus far. With their knowledge of DC comics and with their established DC universe, where could Rocksteady go next?
Oliver Queen, the Green Arrow, might be a great place to start. With the hit CW tv show, it would be fantastic to see a Green Arrow game brought to life through Rocksteady. Queen is very similar to Wayne; both are billionaires that fight crime on the side which leads to many cool gadgets and gizmos for the player to mess with. Plus, there were a couple of easter eggs about Queen Industries in Arkham Knight. For those who don’t know Green Arrow, Queen Industries is the facade Oliver Queen uses. It is similar to Bruce Wayne with Wayne Enterprises. Green Arrow is a definite possible route that Rocksteady could go down, but given the similarities between the two characters, this is the least likely to happen.
